Telecom Italia (TIT) initiates legal action against FiberCop over network tariffs

Telecom Italia has initiated legal proceedings in a Milan court against new network tariffs established by FiberCop, the KKR-backed entity to which TIM sold its fixed-line network in 2024. The dispute centres on the terms of TIM's access to the divested fixed-line assets, a move intended to reduce the Italian telecommunications company's debt. An initial hearing for this accelerated procedure is anticipated in early July, as the revised tariff structure could impose costs amounting to tens of millions of euros on Telecom Italia. TIT shares are trading at €7.93, down 0.2% from their previous close of €7.95.

The legal action follows a rating downgrade by Kepler Cheuvreux, which on Wednesday, 24 June 2026, lowered its recommendation on Telecom Italia stock to "Hold" from "Buy". The brokerage cited valuation concerns, noting that the market price had reached its €8.00 target, surpassing consensus expectations, after appreciating by 220% over the preceding 18 months.

Ongoing Share Buyback

Concurrently, Telecom Italia has continued its share buyback programme. On 24 June 2026, the company purchased 331,875 ordinary shares on Euronext Milan at an average price of €7.8877 per share, totalling approximately €2.62 million. This transaction followed the acquisition of 278,081 ordinary shares on 23 June 2026, at an average price of €7.7833, for approximately €2.16 million, as previously reported in connection with Telecom Italia's share repurchases and statutory updates. These operations are part of the ongoing voluntary public tender and exchange offer by Poste Italiane for TIM's ordinary shares.

What Does It Mean

Why Telecom Italia's Network Access Costs Are Under Scrutiny

Telecom Italia, widely known as TIM, is Italy's leading telecommunications provider. Its core business involves delivering essential fixed and mobile phone services, broadband internet, and digital solutions to both individual consumers and businesses across the country. Essentially, it manages the critical network infrastructure that enables millions of Italians to communicate and access the internet daily.

The specific issue weighing on the stock today stems from a legal dispute Telecom Italia has initiated against FiberCop. In 2024, TIM divested its fixed network infrastructure to FiberCop. The current contention revolves around new tariffs FiberCop has since established for TIM to access this very infrastructure. TIM argues that these revised conditions are unfavourable, potentially adding tens of millions of euros in operational costs and directly impacting its profit margins, with Kepler Cheuvreux also downgrading the stock to "Hold" yesterday, 24 June 2026, on valuation grounds.

This uncertainty regarding future operational costs and the potential squeeze on profitability is reflected in today's trading. Telecom Italia is currently trading at €7.93, down 0.2% from its previous close of €7.95.

Imagine you own a supermarket chain and, to streamline operations, you sold your warehouses to a separate logistics company, agreeing to pay them for storage and delivery. If that company then suddenly hiked its fees for using those warehouses and delivering your goods, your operating costs would surge, directly threatening your profits. Telecom Italia's lawsuit against FiberCop presents a similar scenario, where access to essential infrastructure is at the heart of a cost dispute.
